Tests every CSS url() channel beyond background-image. All of these properties accept an external URL and trigger a sub-resource fetch that should go through shouldInterceptRequest / WebResourceRequested. A CORS fetch to the same domain is used as a reachability oracle where CSS events are unreliable.
